Ruled 2026-07-22 (raised by Gabriel): collection publishing is decoupled from distribution pricing. Collection defaults are now optional templates — a collection reaches Review/Live with no claim costs configured, and its status checklist shows cost coverage informationally only. The gate moved to the vendor: a Draft vendor may be unpriced, but before its Review/Live every tier must resolve to a cost on the vendor's own copy (own entry, or R61 tier-to-tier inheritance; free counts; R73 full tier set). Vendor gate copy: Reviewed, stocked and priced. Unset ≠ Free — a vendor created without defaults starts unset, never silently free.

The old blocker "every tier resolves to a cost" is gone; in its place an informational coverage line (grey, no pass/fail) reports how much of the tier set the optional templates cover — here 2 of 4 — and where the real gate lives. Left: every tier resolves on the vendor's copy — Keeper has its own cost, Founder inherits it (R61) — so the vendor can go Live. Right: the blocked state — Founder is the first tier, has no cost and nothing below to inherit from, so it fails to resolve; the error names the tier and both fixes. Stable error key: VENDOR_TIER_COST_UNRESOLVED. Draft vendors may stay unpriced indefinitely — only Review/Live enforces.
